Cincinnati Chili and Hot Dogs

2 pounds ground beef
5 bay leaves
40 whole allspice
2 large onions, chopped
1 clove garlic
1 1/2 tablespoons vinegar
1 (8 oz.) can tomato sauce
1 teaspoon cinnamon
1 teaspoon red pepper
1/4 cup chili powder
2 dashes Worestershire sauce
1 quart water

Directions

Brown and drain beef. Place spices in tea bag or tea ball.
Combine all ingredients in a large pot. Bring to a boil; reduce and simmer 3 hours. OR cook in pressure cooker for 1 hour.

Serve over hot dogs with onions and cheddar cheese.
